I teach high school (yeah, I know, lucky me) and I teach computer graphics. If I have three USB scanners that I want to share throughout my lab, do I need three different licenses?

Yes, you'll need a license for each device.  I also had three USB devices to share, so I bought a 4 license pack.  It saved a little bit of money and allowed just a little headroom to grow if needed.

Edit: I should be a little more precise.  You just need one license, but make sure it supports 3 or more devices.

To share three USB devices from the same PC you need to purchase one license with 4 devices support.

If the goal is to share 3 USB devices from 3 separate PCs you need to install 3 Server Components.  
That means you need to purchase 3 licenses (with 1 USB  device support).
